A new Legislative Reference Bureau Report found that the state's liability to the proposed Kenosha casino project was significantly reduced compared with previous discussions back in 2015. The reduced liability, the report found, was a result of the 2018 gaming compact amendment approved by then Wisconsin Gov. Scott Walker. Wisconsin state Sens. Van Wanggaard and Bob Wirch released the report. Wanggaard is a Republican representing Racine, and Wirch is a Democrat representing Somers, both within proximity to the proposed project.
